Bill Buzbee, testifying before the International Trade Commission on 27 August, said that NCAR decided last year to acquire the NEC SX-4 because Cray Research's Best and Final Offer (BAFO) presented unacceptable risk. He also said that the anti-dumping order from the ITC would have far-reaching, negative impact on American leadership in atmospheric science.
