Possible error found in 'ncrcat' NetCDF Operators library

A possible error in 'ncrcat' in version 2.8.1 of the NetCDF Operators library (NCO) has been identified.

SCD will therefore revert the NCO library from version 2.8.1 to 2.7.1 on all systems and will remain at 2.7.1 until the problem can be fully verified and analyzed and a fix can be implemented.

The revised 2.8.1 will be offered for user testing before being returned to production.
