New version of netCDF operators installed on IBMs and dataproc

A new version (2.7.1) of the netCDF operators (NCO) has been installed on dataproc, bluesky and babyblue (the new version already resided on dave and blackforest). These operators were built with large file support.

You should already have access to these operators if /usr/local/bin is on your search path.

Note: in this new version of NCO, automatic packing and unpacking capabilities have been added, based on scale_factor and add_offset attributes.
