Convert MSS data for non-Cray computers

Some users have key Mass Storage System (MSS) data that was created on Cray computers and which they will need to read on non-Cray computers. The two CRAY J90s ouray and chipeta will be decommissioned on November 30 and January 31, respectively, and there is some advantage to converting data on the Crays now, rather than converting on other computers after the Crays are gone.
