The DCS commands look for a project number to use in this order:
The command line -project option.
The environment variable NCAR_PROJECT.
A system-dependent job account id may be used to obtain a suitable project number.
The file $HOME/.ncar_project.
A default project number from the User master File (UMF).
Currently, charging is only done for storage and file transfer. Metadata
and DCS request management operations are not charged. This may change
in the future, and so all commands accept the -project option.
